We have engaged with thousands of regional stakeholders over the past year and gathered valuable insights from ourIndustry Stakeholder Group and our nineNational Industry Advisory Groups.

Cross-Sector Action Plan

We’ve worked alongside our industry stakeholders to pinpoint common challenges resonating across all manufacturing, engineering, and logistics sectors: Qualifications and Recognition, Ageing Workforce, and Strong Workforce Pipeline.

OurCross-Sector Action Plan is found at the bottom of each WDP, forming part of Hanga-Aro-Rau actions until 31 December 2025 and will be tabled to the new ISB for future actions. 

What matters to industry matters to us

Forecasts show the manufacturing, engineering, and logistics (MEL) sectors will need to fill more than 157,000 jobs over the next five years, to meet industry’s need to grow and ensure continued productivity.  
 
The Workforce Development Plans identify current and future workforce trends, needs, barriers and opportunities aimed at supporting a sustainable workforce with the capabilities and skills required to meet current and future challenges.

Delivering on our core functions

Laying the foundation for the actions identified in these workforce development plans is our ongoing commitment to deliver our core functions for the industries we support and the vocational education system. 

Skills leadership 

To lead and coordinate industry efforts to identify workforce needs and support the vocational education system and employers to meet those needs. This is supported by research and analysis, advocacy, workforce plan development and contributing to career services. 

Qualifications system products 

To develop and maintain industry qualifications, capstone assessments and skill standards that meet industry needs. 

Endorse programmes 

To provide industry with assurance that their needs will be met by programmes. The programme endorsement function provides learners and employers with confidence and supports consistent and coherent programme delivery in the system. 

Moderation activities 

To ensure learners have met a required standard when they are awarded a qualification. This involves confirming that assessment materials are fit for purpose and that assessment decisions are fair, valid and consistent with the national standard. 

Brokerage and advisory services 

Brokerage services aim to help employers and industries meet their skills needs. Advisory services aim to guide employers and industries on the importance of vocational education and training and improve learner/worker experiences in their industries. 

Advice to TEC 

Through key insights and knowledge gathered from our Industry stakeholders, provide investment advice to the Tertiary Education Commission (TEC) to support funding decisions.
