Four key focus areas

Mahere Whanake Māori 2024 - 2025

Based on the data and insights we have gathered, Hanga-Aro-Rau believes that strategies and investment to strengthen the following four key focus areas will help to improve Māori workforce development and contribute to our goal ofHe pūkenga tāngata, he pikinga taumata hei oranga mahi (More Māori with higher skills, in higher paid jobs and improved employment opportunities)

  1. Awareness and Perception of Industry
  2. Attraction and Retention of Māori Workers
  3. Inclusive Workplaces
  4. Qualifications and Training

These four areas reflect recurring themes that have emerged through research and data, industry forums, engagement with Māori employers and workers, insights from the former Regional Skills Leadership Groups (RSLGs) and Māori members of our National Industry Advisory Groups (NIAGs). Their whakaaro and lived experience have helped ensure that our direction is kaupapa Māori-led and closely aligned with the aspirations of Māori learners, workers, and businesses. These insights have been brought together and are further explored in our Tirohanga Ahumahi page.

The following sections speak to the focus areas and includes industry-led initiatives that highlight innovative approaches to workforce development. These initiatives, serve as valuable examples of how employers across the sector are addressing workforce challenges and creating more inclusive, future-focused workplaces. These examples also help to inform best practice and demonstrates how Māori talent can be attracted, supported, and progressed within the industry.

These focus areas are further informed by Māori regional priorities, which have been identified through insights from the former Regional Skills and Leadership Groups. These insights reflect the distinct needs and aspirations of Māori across different regions.

Hanga-Aro-Rau Whanake Māori actions are the specific initiatives we are implementing to address each of the key focus areas identified in this plan. These actions are driven through our operational plan, with a strong focus on unlocking Māori potential, enabling sustainable pathways, and supporting Māori to thrive across the manufacturing, engineering, and logistics sectors.

The visual above illustrates the connections between our key focus areas, the data and insights that have informed them, and the actions our Whanake Māori team is advancing to address them.
