National external moderation

National external moderation assured the quality of assessment carried out by organisations that held consent to assess. The Hanga-Aro-Rau national external moderation system was based on NZQA’s national external moderation principles. Providers assessing Hanga-Aro-Rau unit standards were required to maintain their own internal moderation systems and to participate in Hanga-Aro-Rau national external moderation to maintain consistency of assessment nationally.

National external moderation included:

  • Pre-assessment moderation – assessment materials were moderated before they are used for assessment. 
  • Post-assessment moderation – Assessors’ decisions were moderated after the assessment has taken place. 
  • On-site moderation – Moderators observed assessment as it occurs. 

NZQA monitored the quality and results of Hanga-Aro-Rau systems and procedures for managing national external moderation.

There was no charge for pre-assessment moderation, on-site moderation, or post-assessment moderation conducted by Hanga-Aro-Rau.

Pre-assessment moderation

Providers developing assessment material for standards where Hanga-Aro-Rau was the standard-setting body were generally required to submit material for pre-assessment moderation. Consent and Moderation Requirements (CMR) documents provided details of the pre-assessment moderation required for each sector. CMRs are available on the NZQA website.

Once material was submitted, Hanga-Aro-Rau aimed to complete a pre-assessment moderation report within 20 working days

Post-assessment and onsite moderation

Providers assessing Hanga-Aro-Rau standards were required to submit samples of assessment material for moderation annually. Hanga-Aro-Rau published information on its approach to quality assurance and moderation.

Providers required to submit moderation were sent instructions for submitting material through the Hanga-Aro-Rau provider portal.

Moderation appeals

If a provider did not agree with a moderation decision, they could contact Hanga-Aro-Rau to discuss the decision with a Quality Assurance Specialist. If they wished to lodge a formal appeal, they could submit a moderation appeal form
