Our Quality Assurance approach for 2025 is available here. This document outlines our focus for the year and how we worked to support our providers to promote high standards and quality delivery, and to ensure consistent practices were applied to quality assurance and best assessment practices.
We produced guidelines to support education providers in developing assessment materials that align with Aotearoa New Zealand’s evolving skills standards. These guidelines are practical, flexible, and designed for real-world application — whether you’re developing programmes, delivering workplace training, or reviewing your current assessments.
They were designed for tertiary providers, wānanga, PTEs, industry training organisations and schools wanting to deliver assessments that are consistent, fair, and focused on the skills learners need. You can read and download these guidelines here.
The Hanga-Aro-Rau national external moderation system provided assurance in the quality of assessment carried out by organisations with consent to assess against Hanga-Aro-Rau sector coverage. Click here to find out more about national external moderation.
Hanga-Aro-Rau provided support for consent to assess applications for the unit standards in our sectors. Consent and Moderation Requirements (CMR) documents outline the criteria providers must comply with to be awarded and maintain consent to assess.

Quality Assurance Deadline has passed. Any submissions received after 3 October will be placed in a queue and processed only if capacity allows. Any work that remains unprocessed or unfinished at the time of our closure will be handed over to the relevant ISB for action in January 2026, with Hanga-Aro-Rau assigning a priority level.
